SOCIO- ECONOMIC STATISTICS IN THE FIRST HALF OF 2012

The low growth of GDP was due to difficulties met in production, business and consumption of goods by many economic sectors. The industry held great proportion in GDP but its growth was low. However, the economy has changed positively since 2nd Quarter, particularly for the sector of industry and construction: the value added of this sector in 1st Quarter rose only 2.94% from the same period last year, but in 2nd Quarter it rose 4.52%, of which industry rose from 4.03% to 5.40%.

2. Agriculture, forestry and fishery

The production value of this sector at 1994 constant prices in 6 beginning months of this year was estimated to rise 3.8% from the same period last year, of which agriculture rose 3%; forestry by 5.7% and fishery by 5.8%.

a.Agriculture

The country’s winter-spring rice cultivated area in this year reached 3,124,200 ha, rose 27,400 ha from the same crop in 2011, of which provinces in the North achieved 1,157,700 ha, rose 6,200 ha; provinces in the South 1,966,500 ha, rose 21,200 ha. This year’s spring rice productivity was estimated to reach 6,480 kg/ha, rose 100 kg/ha from last year’ same crop; the yield reached 20.3 million tons, rose 470,800 tons. Also at mid-June, the country had 1,905,400 ha of summer-autumn rice cultivated, equaling 94.4% from the same period last year, of which the Mekong Delta sowed 1,653,700 ha, equaling 100.7% from the same period last year.  

Other winter-spring crops have been basically harvested, of which the yield was 2.3 million tons for maize, reduced 2.8% from last year’ same period;  848,300 tons for sweet potato, rose 5.3%; 7.9 million tons for vegetables, rose 4.2%; 81,500 tons for soybean, reduced 47.3%; 350,100 tons for peanut, reduced 2.2%. The output of some perennial trees was rather high from last year’ same period due to increase in cultivated area, of which the yield was 388,100 tons for tea, rose 2.2%; 277,600 tons for rubber, rose 6.3%; 104,100 tons for pepper, rose 3.1%; 313,800 tons for cashew nut, rose 0.9%.

As of 01/4/2012, the country had 2.7 million buffalos, reduced 5.1% from the same period in 2011, 5.3 million oxen, and reduced 7%; 26.7 million pigs, rose 1.5%; 310.7 million birds, rose 5.8%. The live-weight output reached 50,400 tons for buffalo, rose 3.7% from last year’ same period; 174,800 tons for ox, reduced 1.5%; 1.9 million tons for pig, rose 4.8%; 439,300 tons for poultry, rose 13.7%. Poultry eggs reached 4.1 million, rose 4.6%; milk reached 2 million tons, rose 14.2%.

b. Forestry

Total concentrated planted area in 6 beginning months of this year was at an estimation of 53,800 ha, rose 4.5% from last year’ same period; area under cultivation was 362,800 ha, decreased by 7.8%; decentralized planted trees were 108.7 million, rose 0.6%; exploited wood production  was 2,248,800 m3, rose 12%; exploited firewood production  was 14.6 million Ste, rose 2.8%. Damaged area was 2,211 ha, rose 44% from the same period last year, of which fired area was 1,618 ha, rose 139.5%; destroyed area was 593 ha, reduced 30.9%.

c. Fishery

Six months’ total estimated fishing production was at an estimation of 2,649,200 tons, rose 5.4% from the same period in 2011, of which there were 2,047,000 tons of fish, rose 5.1%; and 237,800 tons of shrimp, rose 6.2%.

Aquaculture production in 6 months was 1,386,800 tons, rose 6.8% from last year’ same period, of which there were 1,110,300 tons of fish, rose 6.5%; 169,600 tons of shrimp, rose 7%. Catching production reached 1,262,400 tons, rose 4% from the same period last year, of which sea catching gained 1,185,900 tons, rose 4.7%.

3. Industry

As estimated, 6 months’ Industrial Production Index (IPI) rose  4.5% from the same period in 2011, of which mining and quarrying rose 3%, contributed 1.3 points percent; manufacturing by 4.0%, contributed 2.3 points percent; power, gas and water by 14.2%, contributed 0.9 point percent. This was much lower than the 9.7% pace in the same period in 2011 and 8.9% pace in the same period in 2010. However, industrial production in months of 2nd Quarter of this year has initially run in a positive way. Compared with last year’ same period, IPI in March rose 6.5%, in April by 7.5%, in May by 6.8% and in June by 8%.

The consumption index for the manufacturing in 5 beginning months of the year rose only 3.6% from last year’ same period, much lower than the 17.5% pace in the same period last year.

The stock index as of 01/6/2012 for the whole manufacturing sector rose 26% from last year’ same period (15.9%).

4. Construction

As estimated, 6 months’ constructional production value at current prices reached 283.3 trillion dongs, of which the state sector reached 42.5 trillion dongs, accounted for 15%; the non-state sector 232 trillion dongs, accounted for 81.9%; and the FDI sector 8.8 trillion dongs, accounted for 3.1%. As estimated, 6 months’ constructional production value at 1994 comparison prices reduced 0.4% from the same period last year, of which the state sector decreased by 6.8%; the non-state sector increased by 0.8% and the FDI sector by 1.5%.

5. Enterprises

According to a sample survey for 9,331 enterprises over the country about the real status of enterprises and difficulties of the business sector, from 01/01/2011 to 01/4/2012, truly running enterprises accounted for 91.6%; bankrupt, dissolved, out of business enterprises (generally called bankrupt enterprise) accounted for 8.4%, of which enterprises that had completed their bankrupt proceedings accounted for 4.1%; out of business or waiting for completing bankrupt proceedings enterprises accounted for 4.3%.

Among the three types of enterprises, bankrupt enterprises in the non-state sector took the highest rate of 9.1%, following was the state sector with 2.7% and the lowest rate was in the FDI sector with 2.4%.

Of 784 bankrupt enterprises in the sample survey, 69.9% were running at loss; 28,2% lacked fund for running business; 14.7% did not sell products; 11.7% met difficulties for business locations; 4.6% had to stop their business to establish new enterprises or shift to other careers and 4.6% closed down to merge with other enterprises. The survey also indicated that the factor most obstructed enterprises in running business was too high loan interest rate.

6. Service

a. Total retailed sales of consumer goods and services

Six months’ total retailed sales of consumer goods and services were at an estimation of 1,137.4 trillion dongs, rose 19.5% from last year’ same period, if the price factor were excluded, it would be 6.5%. Of which the trade business reached 880.7 trillion dongs, accounted for 77.4% of the total and rose 18.9%; the hotel and restaurant  132.8 trillion dongs, 11.7% and 20.2%; the service 112.2 trillion dongs, 9.9% and  22.3%; the tourist 11.7 trillion dongs,  1% and 26.6% respectively.

b. Carriage of passengers and cargos

Six months’ passenger carriage was at an estimation of 1,657.4 million participants, rose13% and 68.1 billion passengers-kilometers, rose10.9% from the same period in 2011. Of which land transport achieved 1,536.3 million participants, rose14% and 52.5 billion passengers-kilometers, rose 12.1%; air transport: 6.8 million participants, by 2.5% and 11 billion passengers-kilometers, by 9.3%; rail transport: 6.1 million participants, by 2.9% and 2.3 billion passengers-kilometers, by 2.9%; sea transport: 3 million participants, by 1.5% and 170.1 million passengers-kilometers, by 1.9%.

Six months’ cargo carriage was at an estimation of 433.6 million tons, rose 10.1% and 92 billion tons-kilometers, reduced 7.6% from last year’ same period, of which the domestic transport gained  414.8 million tons, rose 12.5% and 33.5 billion tons-kilometers, rose 1.8%; the overseas transport reached 18.8 million tons, reduced 11.3% and 58.5 billion tons-kilometers, by 12.1%. Land transport gained 341.5 million tons, rose 12.6% and 18.3 billion tons-kilometers, by 9.7%; river: 66.4 million tons, rose 6% and 6.9 billion tons-kilometers, by 6.3%; sea: 22.1 million tons, reduced 13.5% and 64.6 billion tons-kilometers, by 14.2%; rail: 3.5 million tons, reduced 6% and 2 billion tons-kilometers, by 5%.

c. Postal and communicational services


New telephone subscribers in 6 beginning months of 2012 were at an estimation of 5,498,900, rose 17.8% from the same period in 2011, including 13,700 desk telephone subscribers, equaling 41.7% from the same period last year and 5,485,200 mobile phone subscribers, rose 18.4%. The number of telephone subscribers over the country as end of June 2012 was at an estimation of 135.9 million, rose 2.3% from last year’ same period, including 15.2 million desk telephone subscribers, reduced 1.8% and 120.7 million mobile phone subscribers, rose 2.8%.

The number of broadband internet subscribers as of end of June 2012 was at an estimation of 4.4 million, rose 26.5% from the same period last year. The number of internet users as of end of this period was at an estimation of 32.4 million, rose 10.4% from the same period last year. Six beginning months’ total postal and communicational service net income was at an estimation of 74.9 trillion dongs rose 10.2% from the same period in 2011.

d. International visitors to Viet Nam


International visitors to Viet Nam in 6 beginning months were at an estimation of 3,363,400, rose 13.9% from the same period last year. Of which, visitors coming for tourist purposes were 1,999,200, rose 12.7%; for business purposes 581,900, by 18%; for visiting relatives 595,700, by 16.1%.

II. STABILISE MACROECONOMY AND CURB INFLATION

1. Investment development


Six months’ realized social investment capital was at an estimation of 431.7 trillion dongs, rose 10.1% from last year’ same period and equaled 34.5% of GDP. Of which state capital was 158.7 trillion dongs, accounted for 36.8% of the total and rose 6.8% from the same period last year; non-state sector: 163 trillion dongs, accounted for 37.7% and rose 18.1%; FDI sector: 110 trillion dongs, accounted for 25.5% and rose 4.2%.

Six months’ realized investment capital from the state budget reached 86.2 trillion dongs, equaling 42.5% of the yearly plan and rising 4.3% from the same period last year. Of which, capital under central management was 22 trillion dongs, equaling 43.3% of the yearly plan and rising 5.9%; capital under local management 64.2 trillion, 42.3% and by 3.7% respectively.

Attracted FDI from beginning of the year to 20/6/2012 reached 6,384 million USD, equaling 72.3% from last year’ same period. Of which, the registered capital of 452 newly licensed projects was 4,762.1 million USD, equaling 75.3% of licensed projects and 75.4% of the registered capital against the same period in 2011; additional registered capital of 123 times of projects licensed from previous years was 1,621.9 million USD. Six months’ realized FDI was at an estimation of 5.4 billion USD, rose 1.9% from the same period in 2011.

2. Government revenues and expenditures

Total Government revenues from the beginning of the year to June 15, 2012 were at an estimation of 316.8 trillion dongs, equaling 42.8% of the yearly estimate, of which domestic revenues reached 203.2 trillion dongs, equaling 41.1%; revenues from crude oil were 52.3 trillion dongs, equaling 60.1%; from export-import balance 58.9 trillion dongs, equaling 38.3%. Of the domestic revenues, collecting from state enterprises was 71.1 trillion dongs, equaling 45.8% of the yearly estimate; from FDI enterprises (excluding crude oil) 36.2 trillion dongs, equaling 37.1%; from non-state industrial, commercial and service taxes 41.6 trillion dongs, equaling 37.4%; from individual income tax 23.8 trillion dongs, equaling 51.4%; from environment protection tax 5.5 trillion dongs, equaling 42%; and from other fees 3.2 trillion dongs, equaling 36.2%.

Total Government expenditures from the beginning of the year to June 15, 2012 were at an estimation of 376.8 trillion dongs, equaling 41.7% of the yearly estimate, of which spending for investment development reached 73.6 trillion dongs, equaling 40.9% (only spending for capital construction was 71.1 trillion dongs, equaling 40.9%); spending for economic and social development, national defense and security (including spending for salary rise) was at an estimation of 255.9 trillion dongs, equaling 42.6%; paying debts and aids was 47.3 trillion dongs, equaling 47.3%.

3. Exports-Imports

a. Exports

Six months’ export turnovers were at an estimation of 53.1 billion USD, rose 22.2% from last year’ same period, of which the domestic economic sector gained 20.5 billion USD, rose 4%; and the FDI sector (including crude oil) 32.6 billion USD, rose 37.3%.

About markets for exportation in 6 beginning months, the United States was the largest one with 9.3 billion USD, rose 19.8% from the same period in 2011; next came to EU with 9.1 billion USD, rose 22.4%; ASEAN with 7.7 billion USD, rose 22.8%; Japan with 6.4 billion USD, rose 42.3%; China with 6.3 billion USD, rose 31.9%; Republic of Korea with 2.5 billion USD, rose 9.7%.

b. Imports


Six months’ import turnovers were at an estimation of 53.8 billion USD rose 6.9% from the same period in 2011, of which the domestic economic sector reached 25.8 billion USD, declined much to 8.2%; FDI sector 28 billion USD, rose 26.1%.

About markets for importation, China was still the largest one with 13.2 billion USD, rose 16.9% from the same period in 2011next came to ASEAN with 10.4 billion USD, approximate to the figures in the same period last year; Republic of Korea with 7.2 billion USD, rose 18.1%; Japan with 5.3 billion USD, rose 12.7%; EU with 3.8 billion USD, rose 6%; the United States with 2.4 billion USD, rose 10.9%.

June’s deficits were at an estimation of 150 million USD, equaling 1.5% of the export turnovers. Six months’ deficits were at an estimation of 685 million USD, equaling 1.3% of the export turnovers.

4. Price indexes

a. Consumer price indexes (CPI)

June’s CPI reduced 0.26% from May; CPI in 3 previous successive months only rose at low pace below 0.2% in descending order. This was the first month that CPI declined after 38 months it consecutively rose. During 9 past years, this was the first time CPI in June came down from the previous month. Groups of goods and services with decreased CPI were transport by 1.64%; housing and constructional material by 1.21%; culture, entertainment and tourist by 0.27%; catering and related services by 0.23% (grain food by 0.78%; foodstuff by 0.31%; outdoor eating and drinking rose 0.6%); postal and communicational services by 0.02%. Groups of goods and services with CPI rising from the previous month were: garments, hats and footgear by 0.62%; family appliances and medicines and health care both by 0.46%; drinks and tobacco by 0.33%; education by 0.1%.

June’s CPI rose 2.52% from December 2011. Six months’ average CPI rose 12.2% from that in the same period in 2011.

June’s gold index reduced 2.03% from May; by 7.51% from December 2011 and rose 9.12% from the same period in 2011. June’s USD index rose 0.2% from May; came down 0.8% from December 2011 and rose 1.18% from the same period in 2011.

b. Producer price indexes (PPI) and export-import price indexes

Compared with the same period in 2011, in 6 beginning months of the year PPI for agricultural, forest and fishing products rose 14.03%; PPI for industrial products by 13.41%; raw materials price indexes (RMPI) for domestic production by 13.78%; transport charge indexes (TCI) by 16.13%. Six months’ export price indexes rose 0.48% from the same period last year; import price indexes by 3.21%.

III. SOCIAL ISSUES

1. Labor and employment

The country’s labor forces aged 15 and above in 2012 were at an estimation of 52.7 million, rose 1.3 million from 2011, of which men accounted for 51.6%; women accounted for 48.4%. Laborers within the labor working age group were 47.1 million, rose 0.6 million, of which men accounted for 53.7%; women accounted for 46.3%. Laborers aged 15 and above working in the economy in 2012 were at an estimation of 51.6 million, rose 1.3 million from 2011, of which laborers working in the sector of agriculture, forestry and fishery accounted for 48.0%; in the sector of industry and construction accounted for 20.9%; and in the service sector accounted for 31.1%.

Unemployment rate of laborers within the labor age group in 6 beginning months of 2012 was 2.29%, of which it was 3.62% for urban area and 1.65% for rural area. Under-employment rate of laborers within the labor age group was 3.06%, of which it was 1.92% for urban area and 3.60% for rural area.

2. People’s life, social security

According to local reports, total budget spent for social security and poverty reduction in 6 beginning months of 2012 was 2.7 trillion dongs, including 636 billion dongs for supporting persons under social policy; 352 billion dongs for supporting poor families and 1,717 billion dongs for hunger and other social rescues. In rural area, hunger between crops has decreased much since the beginning of the year. In 6 months, the country had 359,500 times of households suffered from food shortage, reduced 30.9% from the same period last year, in proportion to 1,506,400 times of hunger persons, reduced 30.2%. To overcome the problem, administrative levels from central to local have provided hunger families with 20,800 tons of food and 24.4 billion dongs. For employees, minimum salary level rising from 830,000 dongs per months to 1.05 million dongs per months from 01/5/2012, applied to cadres, civil servants, employees, persons working in the armed forces and state institutions has partly improved laborers’ life. 

3.  Education and training

As end of June 2012, the country had 59 per 63 provinces and cities over the country met standard for compulsory primary education within right age group and 63 per 63 provinces and cities met standard for compulsory junior secondary education.

The 2011-2012 high-school final exams were held according to the schedule. According to preliminary reports, 963,000 candidates registered to sit for this year’s final exams, including 857,500 full-time candidates and 105,500 continuing-education students. The rate of candidates sitting for exam reached 99.7 percent rose 0.1% from last year. Total high-school graduate students this year were 848,700, reaching 98.97% pass rate, of which 2.59% passed their exams excellently; 20.79% well passed their exams. High-school continuing education graduated students were 91,500, reaching 85.47% pass rate.

In 2011-2012, the country had 419 universities and colleges and 294 professional intermediate schools. University/college teachers were 84,200, rose 12.9% from last school year; professional intermediate teachers were 19,900, rose 10.3%. Total number of university/college students was 2.2 million, rose 2.1%; professional intermediate students were 618,900, declined 9.8%.

In 2012, the country had 136 occupational colleges; 307 occupational intermediate schools; 850 occupational training centers and over 600 other occupational training establishments. Occupational teachers in early 2012 were 46,500, declined 7.1% from the same period last year; occupational students were 1,887,600, rose 17.7%. There were 1,789,000 times of newly selected occupational students since the beginning of the year, rose 11.4% from the same period last year, of which 258,600 times of persons were selected for occupational colleges and intermediate schools; 910,800 times of persons were selected for occupational primary schools; occupational graduated students were 1,673,000, rose 14.8%.

4. Epidemic diseases and food poisoning

In 6 months, the country had 23,200 cases of hemorrhagic fever, of which 11 died; 238 cases of virus encephalitis, of which 2 died; 57,900 cases of hand, foot, mouth disease, of which 29 died; there were 216 cases of syndrome of thick horn skin foot and hand dermatitis from19/4/2011 to 13/6/2012, of which 12 died in 5 communes of Ba To District, Quang Ngai province. In June, more 1,200 HIV-infected cases were found, bringing HIV-infected persons over the country as of mid-June 2012 to 256,400, of which 104,600 turned to AIDS and 53,300 died of AIDS. Compared with May 2012, AIDS persons decreased by 8.5% (49 persons); deaths of AIDS by 29.6% (58 persons). In 6 months, there were 58 cases of food poisoning, infecting 1,901 persons, of which 14 died.

5. Culture and sports


 In 5 beginning months of the year, the cultural organization carried out 4,800 times of supervisions and inspections of cultural businesses; found 1,400 units to violate the rules, waned 18 units and fined violated units 12.5 billion dong.

Ebullient games and sports activities with plentiful types happened, attracting thousands of participants. In high performance sports, the Sports and Gymnastics made plan and convened 65 selected teams, young selected teams for sport games with 13 experts, 242 trainers and 1,296 sportsmen for 2012 Olympic London, Asian 3rd Beach Games in China, 27th SEA Games  in 2013 and 17th ASIAD in 2014.

6. Traffic accidents


In 6 months of 2012, the country had 4,740 cases of traffic accident, killing 4,732 persons and injuring 4,017 others. As compared to the same period last year, cases of traffic accident decreased by 20.5%; the death by 19.3% and the injured by 22.6%. On average, each day in this period, the country had 26 cases of traffic accident, killing 26 persons and injuring 22 others.

7. Natural calamity

Consecutive calamity in 6 months caused many damages of people and properties to provinces over the country. According to preliminary reports, natural calamity made 75 persons died and gone missing; 147 persons injured; over 1,000 houses collapsed and over 26,000  houses broken out, roofs blown away; nearly 73,000 ha of rice and vegetables inundated and damaged, of which 10,400 ha were suffered from empty loss.

8. Fire, explosion and environmental protection

In 6 beginning months of this year, the country had 889 serious cases of fire and explosion which killed 34 persons, injured 69 others; the damage was about 446 billion dongs. Only in June, there were 198 cases of fire and explosion which killed 7 persons injured 15 others with damage value of over 35 billion dongs. Also in this 6 month period, functional organizations found out 1,600 cases of violation of rules on environmental sanitation in 38 provinces and cities, of which 1,100 cases were treated with total fines of over 20 billion dongs.
